Request for Proposals: Training Gap Analysis
The St. Lawrence County Industrial Development Agency is soliciting proposals from qualified professionals to design and execute an inventory of workforce needs for a provided list of companies, the training resources available to fulfil those needs in St. Lawrence County, and to identify the gaps to better build and initiate talent training program pipelines.
The Contractor is expected to design and execute an outreach strategy that will provide results to help ensure St. Lawrence County residents have access to the training programs, equipment and wrap-around services necessary to meet current and prospective career opportunities in the County, with a focus on advanced and clean manufacturing.

Proposals will be received until 3:00 pm, local time, Friday, February 14, 2025 by Lori Sibley, Workforce Development Specialist, St Lawrence County Industrial Development Agency, 19 Commerce Lane – Suite 1, Canton, New York 13617, or via email lsibley@slcida.com. Proposals received after this deadline will not be accepted. All proposal submissions must be clearly marked on the envelope, or in the email subject line, with “RFP: 25-Training-Gap-Analysis-01”.
The final work product of this gap analysis must be received prior to March 28, 2025.
The St. Lawrence County IDA reserves the right to reject all proposals and waive informalities if, in its opinion, such action is in the best interest of the Agency.
