Job Description

The Ogdensburg Bridge and Port Authority is seeking an experienced, proven leader to serve as its next Executive Director. The Executive Director is the chief executive and administrative officer responsible for strategic planning, day-to-day operations, and long-term financial and organizational stability across all OBPA divisions, including the Ogdensburg-Prescott International Bridge, the Port of Ogdensburg, Ogdensburg International Airport (OGS), Commerce Park Campus properties and the Authority’s short-line railroad.

Key Responsibilities
• Lead, manage, and oversee all OBPA operations, personnel, and capital projects.
• Maintain safe and reliable operation of OBPA’s transportation assets including bridge, port, rail, commerce park, and airport facilities.
• Direct multi-year capital programs, including federally and state-funded aviation, port, rail, and infrastructure projects.
• Serve as primary point of contact with federal and state partners including NYSDOT, FAA, FRA, MARAD, USDA, NBRC, NYPA, ESD, and other agencies.
• Oversee budget development, financial planning, procurement, grants administration, compliance, and reporting.
• Build and maintain relationships with local governments, regional stakeholders, private-sector partners, banking institutions, and the business community.
• Provide leadership, guidance, and mentorship to OBPA staff.
• Prepare materials for OBPA Board of Directors and carry out Board policies.
• Represent the Authority in public, media, legislative, and intergovernmental settings.

Compensation

Salary Range $110,000 - $125,000 with competitive benefits and deferred compensation option.

Job Requirements

Minimum Qualifications
• Bachelor’s degree in business administration, public administration, engineering, transportation, or related field.
• Ten or more years of progressively responsible leadership experience, preferably in transportation, infrastructure, logistics, or public-sector management.
• Direct experience with large capital projects, grants management, public procurement, and regulatory compliance.
• Strong communication, financial, and strategic planning skills.
• Ability to build and maintain effective working relationships with government agencies at all levels and with diverse stakeholder groups.

Preferred Qualifications
• Experience with cross-border or international operations.
• Familiarity with NYS and Federal processes and requirements.
• Knowledge of public authority governance and New York State accountability and ethics requirements.
• Experience managing collective bargaining environments
