Senior Fiscal Officer / Accountant
The Town of Massena Electric Department is accepting applications for the position of Senior Fiscal Officer / Accountant. Position is an experienced level position that reports directly to the Deputy Treasurer.

Initial Responsibilities/Duties
• Audit bills and vouchers for accuracy and appropriate authority to ensure compliance with policies and procedures
• Assist in maintaining general ledger accounts and other financial records for department
• Prepare periodic fiscal and statistical records and reports
• Perform reconciliations including bank statements and inventory
• Design, implement and revise, as necessary, intermediate accounting systems for departmental programs to drive process improvements
• May be responsible for administration, oversight, and reporting of smaller programs
• Answer customer inquiries and assist customer service staff in resolving issues related to billing, cash receipting and customer complaints

Ideal candidate will have:
• Thorough understanding of generally accepted accounting principles (GAAP)
• Prior experience with the duties listed, as well as job costing and month end closing processes
• Strong verbal and written communication skills
• Ability to establish and maintain effective working relationships with others
• A high level of confidentiality with regards to information that is processed
• Financial management software experience along with strong knowledge of Microsoft Office applications

Senior Fiscal Officer is a Civil Service title presently covered under the NY Hiring for Emergency Limited Placement Statewide (NY HELPS) Program. For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the NY HELPS minimum qualifications for this position listed below.

Massena Electric is an E/O/E.

Compensation

$65,000 - $75,000/annual

Job Requirements

Minimum Qualifications:
Bachelor’s degree in accounting, business administration or a closely related field and 1 year of paid full-time experience in accounting or finance
which shall have included maintaining or auditing double entry books of a business including general ledger, or maintaining government agency books involving appropriation accounting and the preparation of budget and financial reports; Associate’s degree in accounting, business administration or a closely related field and 3 years of paid full time experience as described above; or High school equivalency diploma or possession of an Individual Education Plan diploma and 5 years of full time paid experience in accounting or finance as described above.

Massena Electric has a 26-week probationary period and a residency requirement. Under the residency requirement all employees of the Department must live within a 20-mile radius of Massena Electric’s offices at 71 E. Hatfield St., Massena, NY within one year of successful completion of the probationary period.
