The successful candidate will live and work in New York State, with frequent day travel to Watertown and other areas within our service region.
JOB SUMMARY: The Supervisor of Outside Plant Engineering & Construction will have primary responsibility for overseeing all network facilities and outside plant functions including central office/site acquisition and maintenance, outside plant (OSP) engineering, construction, facility assignment and contract administration. In addition, the Supervisor of Outside Plant Engineering & Construction shall direct the daily activities of all OSP engineering, construction, and maintenance contractors to achieve the short and long-term telecommunications requirements of the Development Authority of the North Country Telecommunications Division. The Supervisor of Outside Plant Engineering & Construction shall use a “hands-on” approach to assure that provided telecom services meet or exceed the Authority’s defined service level agreements and partner with Network Engineering and Service Delivery to maintain continuity across the network. The Supervisor of Outside Plant & Construction is responsible to provide 24x7x365 support for the OATN fiber network and is considered a subject matter expert.
DUTIES/RESPONSIBILITIES:
- Oversee and manage staff, providing performance management, guidance and coaching to ensure effective team operations.
- All aspects of outside plant (OSP) engineering including GIS data collection, aerial and underground network design, optical fiber design, utility licensing agreements, pole surveying and make-ready cost estimating and analysis.
- Management of daily network facility and outside plant activities to include maintenance and new construction.
- Site acquisition for central office and remote facility locations and requirements based on overall network development strategies.
- Assist with contract management for transmission hardware and preventative maintenance (PM) of Point-of-Presence environments to include HVAC, fire suppression (FM-200) and DC power systems.
- Assist GIS Staff with establishing and maintaining GIS mapping/tracking for all Telecommunications Division outside plant facilities.
- Manage the cost estimate requests for outside plant engineering and construction as required by Business Development Representative.
- Perform fiber cable capacity planning including developing cable utilization reports to assure we have sufficient fiber in all routes.
- Work with Business Development Manager and Assistant Director and Director of Telecommunications to develop strategies to meet large customer requests.
- Ensure network facilities and outside plant facilities are built and maintained according to Telcordia, NESC and local, state, and federal permitting agency standards.
- Construction work package development and revision posting.
- Assist with contract management including construction and maintenance contractors.
- Administrative duties including but not limited to time reporting, adherence to Authority procurement requirements including purchase order & requisition development and authorization, service order administration and compliance and fiber cable inventory management.
- Work with Engineering staff to complete permitting process and obtaining all required permits to assure regulatory and environmental compliance.
- Work closely with the Assistant Director of Telecommunications to develop an annual budget required to construct and maintain the required network facilities.
- Interfaces with Authority legal counsel as appropriate.
- Develop and implement operational procedures.
- Perform related duties to support the overall operations and objective of the Authority.
TRAVEL REQUIREMENTS: Frequent day travel in service area, some overnight travel.TYPICAL WORK SCHEDULE: Regularly works Monday through Friday during normal business hours and requires willingness to work a flexible schedule when needed.
TELECOMMUTING ELIGIBILITY: Position is eligible for Telecommuting pursuant to Authority Telecommuting Policy.

Job Requirements
QUALIFICATIONS (Knowledge, Skills and Abilities):
- Knowledge of standards and procedures required to design and maintain a carrier-class optical fiber network is required for both aerial applications and underground network designs.
- Knowledge of Telcordia, National Electrical Safety Code (NESC) construction practices and local permitting practices.
- Ability to understand permit activities required for fiber cable construction.
- Knowledge of tariffs and regulatory issues.
- Knowledge of pole licensing process.
- Skills in Construction management.
- Ability to manage, adjust, and prioritize varied workload based on such factors as work objectives, schedule, and customer needs.
- Ability to work with a variety of internal and external customers.
- Ability to solve complex problems using sound judgement and referencing Standard Operating Procedures (SOPs).
- Ability to manage employees and coach employees for success.
EDUCATION:
- Bachelor of Science degree in Telecommunications, engineering, or another related.
- An equivalent combination of education, training and experience may be acceptable.
PROFESSIONAL CERTIFICATION/LICENSES:
- Project Management Professional (PMP) preferred.
EXPERIENCE:
- Ten years of experience understanding of the standards and procedures required to engineer, construct, and maintain network facilities and optical fiber outside plant.
- Five years of project management experience.
- An equivalent combination of education, training and experiences may be acceptable.

MINIMUM DRIVER’S LICENSE: Class D NYS regular operator.
