Invitation to Bid for the Alcoa Track Rehabilitation – Phase 1 Project

INVITATION TO BID

Sealed bids will be received by the St. Lawrence County Industrial Development Agency (SLCIDA) for the Alcoa Track Rehabilitation – Phase 1 project in the Town of Massena, St. Lawrence County, New York.

The project consists of track and turnout rehabilitation on the Alcoa/Arconic property. The project will remove and install cross ties and switch ties, install rail anchors, gauge track, place stone ballast, and raise, line, and surface the track and turnouts.

NYSDOT is providing a portion of the funding for the project; therefore, all work must meet funding agency requirements and approval before payment will be made to the Contractor. Final acceptance will be subject to funding agency inspection and audit. 0% DBE, 0% MBE, 0% WBE, and 0% SDVOB Utilization Goals have been established for this Contract.

NYS Prevailing Wage Rates are required in this contract.

Contract Documents are available for review at the SLCIDA offices. Electronic copies of Contract Documents may be obtained at no cost by qualified track contractors from Erdman Anthony (585.427.8888). Contract Documents will not be available through plan rooms or other third-parties.

Addenda, if any, will be issued to only those persons whose name and address are on record with the Engineer of having obtained the Contract Documents.

A pre-bid meeting will not be held.

All work must be substantially completed by May 31, 2027.

Bid envelopes are to be plainly marked “SLCIDA Alcoa Track Rehabilitation – Phase 1”. All Bids must be received no later than 1:00 PM on October 15, 2026, and will be opened promptly thereafter. Bids will be accepted by US Mail, UPS, FedEx, or hand delivery to:

Bidders are required to furnish their Bid Security in the amount of 5% of their total bid. The Successful Bidder will be required to furnish Performance and Labor and Material Payment Bonds, each in the amount of one hundred percent (100%) of the contract amounts in accordance with the provisions of the Contract Documents.

All bids shall be binding for a period of sixty (60) days after the bid opening date. SLCIDA reserves the right to reject any and all bids and to increase or decrease the scope of work to meet funding availability.
