Advertisement for Bids – Contract No. 1 – General Construction

ADVERTISEMENT FOR BIDS
Sealed bids for the furnishing of all labor, equipment and material necessary for the Massena School of Business Revitalization Project – Contract 1 will be received by the St. Lawrence County Industrial Development at their offices located at 19 Commerce Lane #1, Canton, NY 13617. Sealed bids will be received until October 22nd, 2024 at 2:00 pm. local time, at which time and place they will be opened and read aloud.

Bids will be received for the following Contract:

Contract No. 1 – General Construction

The project is located at 22 Main Street, Massena, NY, 13662 in the Village of Massena, St. Lawrence County, New York. The project includes the demolition of the existing Massena School of Business and construction of a new courtyard within the building footprint.

Contract Documents, including Advertisement For Bids, Information For Bidders, Labor and Employment, Bid Documents, Agreement, Standard Terms & Conditions, Specifications, Contract Drawings and any Addenda, may be examined and downloaded electronically at no expense. Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw his bid within ninety (90) days after the actual date of opening thereof.

This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to the St. Lawrence County IDA prior to incorporation into the work of the Contract.

The attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. The right is reserved to waive any informalities in the Bid and to reject any or all Bids.

Bidders are advised that a Pre-Bid Conference will be held prior to bid submissions at 60 Main Street, Massena, NY 13662. Attendance by those proposing to submit bids is recommended. The conference will be held on Thursday, October 3rd, 2024 at 10:00 AM. The Contractor shall be responsible to obtain for himself, at his cost, any and all information required for the preparation of his bid.
