The proposed project is the acquisition and rehabilitation of Lawrence Avenue Apartments in Potsdam. This acquisition will preserve and extend the affordability restrictions at the property, likely for 25-plus years to those families making no more than 60% of Area Median Income.

Originally built in 1978, the property consists of 137 affordable multifamily units in 6 residential buildings all situated on a 10.483-acre site. The property is subject to a 20-year HAP contract (Project-Based Section 8) that expires on 9/30/2037 which provides subsidy to 136 of the 137 units.

The anticipated rehabilitation costs are over $45,000 per unit. The rehabilitation will consist of unit upgrades (new kitchens, bathrooms, flooring, etc..), common area upgrades, building system upgrades, new roofing, siding and windows, as well as site work. No tenants are expected to be permanently displaced as a result of the rehabilitation activities (for the most par the work will be “tenant-in-place”.

Pepsi-Cola Ogdensburg Bottlers, Inc. (Pepsi Ogdensburg) is acquiring two new pieces of equipment, a baler and a perforator. The baler will help assist the company’s bottle and can recycling operation, while the perforator machine will perforate the bottles and enable the baler to maximize its bale weight. The company has conducted a workflow analysis of its recycling and vending operations located at 205 Cedar Street, Ogdensburg, and determined that the building will require renovations to the work area for the baler and perforator. The renovations will include the construction of wall separators to divide the bottle and can repositories before the baling process and incorporate upgrades to the
building’s restroom facilities. In addition to the machinery and equipment upgrade for the Cedar Street recycling facility, Pepsi Ogdensburg plans to offer chilled product delivery in 2020. To enable the delivery of chilled products the company intends to construct a cold storage room within its Mansion Avenue facility.

North American Forest Group, Inc., a related company to Massena-based wood pellet and timber harvesting
companies Seaway Timber Harvesting and Curran Renewable Energy, purchased a vacant 143,000-square-foot
former manufacturing building and approximately 28 acres of idle industrial land on the St. Lawrence River for the
purposes of starting a sawmill and wood products distribution operation. The facility is located outside the
Ogdensburg city limits in the town of Oswegatchie, along more than 1,500 feet of St. Lawrence River shoreline.
After five years of non-use, the facility needs significant upgrades, including new windows, roof repairs, interior
and exterior wall upgrades, the rehabilitation of the sprinkler system, updated lighting and renovations to the
manufacturing space itself to accommodate the sawmill equipment and the proposed processing flow of raw logs
into the building and finished product out of the building. The site itself requires upgrades as well, including paving
repairs and the paving of additional building access and truck entrance space on the east side of the
property. Some of the equipment to be purchased and installed at the facility includes log handling equipment
and forklifts necessary to handle and move both logs and finished wood products.

CPMCo owns the Canton Plant.
