Request for Proposal for Community Air Monitoring for the Massena School of Business Demolition Project

The St. Lawrence County Industrial Development Agency is soliciting proposals to perform Community Air Monitoring
during the demolition of the Massena School of Business and submit application with the Department of Labor for a site
specific variance to complete demolition.

The Massena School of Business is a three story brick building with a footprint of 80 feet by 47 feet located at 22-24 Main
Street in Massena, NY. The building was constructed circa late 1800s and is purported to contain asbestos containing material (ACM). In June 2023, a structural assessment was completed on the structure that deemed it unsafe for entry, deemed it a danger to adjacent properties, and recommended complete demolition of the structure. Due to the condition of the building, entry for hazardous materials testing and abatement is not feasible. The SLCIDA is soliciting proposals to provide community air monitoring and submission of variance applications to assist with demolishing the structure.

All proposals to be received no later than 10:00 a.m., July 23, 2024.
