The St. Lawrence River Valley Redevelopment Agency (RVRDA) is a joint action agency whose voting members are appointed by St. Lawrence County and the four communities of Lisbon, Louisville, Massena and Waddington. The RVRDA was formed in 2010 to administer funds set aside through the New York Power Authority for economic development activities and programs in St. Lawrence County, New York.
The incentives and programs offered by the RVRDA are administered through the St. Lawrence County Industrial Development Agency Local Development Corporation and are designed to stimulate job creation and investment in St. Lawrence County.
Low Interest Loans
Funding is available for a variety of company types, sizes and uses. RVRDA loan funds can be combined with bank, private or other public financing sources to create a comprehensive package of financing for a range of projects. Interest rates are fixed at one-half of the prime rate plus 1%. Normally, working capital loans will be extended for no more than three years, equipment loans from three to five years, and construction loans from five to ten years. Longer terms may be available for loans secured with real estate.
Site Development Programs
The St. Lawrence River Valley Redevelopment Agency provides resources to develop sites and buildings for sale or lease to new business expansions. We can work with you to ensure you have the best site or building for your project.
Community Development & Environmental Improvement Program
The RVRDA accepts applications for its Community Development and Environmental Improvement Program (“CDEIP”), via an announcement by the RVRDA Board. Eligible applicants include communities and not-for-profit organizations in St. Lawrence County that are planning to undertake a project that will provide a clear and demonstrable economic, community or environmental benefit.

Submission deadline for 2024 Community Development and Environmental Improvement Program applications is 3:00 PM local time on April 15, 2024. (Please note the 2024 submission deadline has expired).
St. Lawrence County Economic Development Power (SLCEDP) Program
SLCEDP is comprised of up to 20 MW of hydropower generated at the St. Lawrence Franklin D. Roosevelt Power Project in Massena for use in supporting business expansion and attraction projects located in St. Lawrence County. This allocation of low-cost electricity* is available for sale to the Massena Electric Department (MED) for economic development projects with administrative assistance provided by the SLCIDA-LDC.
* Power pricing results will vary based on individual operating characteristics.
Business Type
Qualified applicants shall include any of the following types of businesses that engage primarily in the following types of business activities:
- Industrial
- Manufacturing
- Research and development
- Headquarters facilities
- Non-retail service firms
- Warehouse and distribution facilities
- Agricultural businesses
The following businesses and business activities are not qualified applicants and are not eligible for SLCEDP:
- Educational, religious, or governmental
- Lodging facilities
- Legal, medical, or nursing facilities
- Retail businesses
- Residential establishments
- Casino and other gaming establishments
Electric Load
Qualified applicants must propose to add new electric load. A proposed project must create a minimum of 100 kilowatts (“kW”) of new electric load.
Investment
Qualified applicants must propose to make capital investments in new or existing facilities. Such investments may include: Construction of new facilities; Expansion or substantial modification/refurbishment to existing facilities; or Installation of machinery and equipment to (for example) accommodate expansion of production capability.
Project Schedule
Proposed projects should start within one (1) year of award of SLCEDP and should be completed within three (3) years.
Strategic Plan
Proposed projects should be consistent with regional economic development goals.
